Why would you not want to encourage Hamas to actually do good for the Palestinian people? This is their opportunity to actually govern. Taking away aid is counterproductive.
Especially given that Hamas has in fact backed away from supporting terrorism (one of the reasons they were elected) and softened their stance on Israel.

I have no trouble with Hamas doing good for the Palestinian people (though it might depend on your definition of "good").
Hamas' biggest difference of opinion with Mahmoud Abbas is that Abbas seems to want the terrorism to stop, but Hamas does not. Hamas has not, in fact, backed away from supporting terrorism or "softened their stance on Israel," and the fact that they're advocating nuclear strikes against Israel proves it.

I've just started reading "Our Endangered Values: America's Moral Crisis", Carter's new book, and, while there are some good things in there, Carter has always struck me as a little TOO optimistic. People really do have bad motives, and it's just not Americans who happen to be Republicans and "Fundamentalist" Christians. Your post here only highlights that for me. It's too bad though, because I always WANTED to like Carter.
